The rivers Tamar, Lynher, Tavy, Plym and Plymouth Sound constitute one of Britain's finest estuarine complexes - as well as the Dockyard Port of Plymouth. It represents a big challenge to balance the conservation of heritage whilst encouraging new opportunities and integrating the important needs of defence, commerce, recreation and tourism. The Tamar Estuaries Consultative Forum (TECF) evolved from a need to consider a more holistic form of management for these diverse interests and needs. The area covered by the TECF encompasses the limits of the Dockyard Port of Plymouth Order namely Plymouth Sound and the tidal limit of the rivers Tamar, Tavy, Lynher and Plym. This area has been adopted as a candidate Special Area of Conservation (cSAC). However, occasionally a more flexible consideration of this boundary may need to be taken in order to tackle issues that directly affect the estuaries and their environs. Members of the TECF are statutory bodies or byelaw making/proposing bodies: Queen's Harbour Master, Associated British Ports, Caradon District Council, Cattewater Harbour Commissioners, Cornwall County Council, Countryside Agency, Devon County Council, Devon Sea Fisheries Committee, English Nature, Environment Agency, MAFF, Plymouth City Council, South Hams District Council, South West Water, Sutton Harbour Company and West Devon Borough Council. The main roles of the TECF are as follows: - to co-operate and consult in the performance of statutory powers and functions - to oversee the implementation of the Tamar Estuaries Management Plan 2001-2006 - to consider and react to solutions raised in the working groups following consideration by the Port of Plymouth Marine Liaison Committee (PPMLC) - to monitor and report with respect to compliance with the Habitats Regulations.
