As a consequence of erosion taking place along the Welsh shoreline of the Dee Estuary and the developing difficulties associated with navigation of the River Dee, a consortium of interested bodies was brought together by the National Rivers Authority in 1989. This Group became known as the Tidal Dee Users' Group. It was decided at an early stage that an evaluation of the available data of relevance to the problems of erosion and navigation should be made at the earliest opportunity. This was so that long term planning and protection of the interests of the Group could be developed in a structured way.

Shoreline Management Partnership were commissioned in January 1990 to start the database and to present a report to give a target date for completion of the baseline information. Following the completion of this work the Group agreed to continue monitoring on an annual basis. This monitoring work has been maintained and has assisted members of the Group both to inform them of progressive coastal change and to give them access to the resident consultant, Dr. Philip Barber of Shoreline Management Partnership, to discuss coastal issues. Such information has assisted member company developments within the estuary i.e. Connah's Quay Power Station, Deeside Power Station, BHP Petroleum (formally Hamilton Oil) gas terminal and, more recently, Mostyn Dock's new wharf. The Group is working with Liverpool Bay Coastal Group to advance the Liverpool Bay Shoreline Management Plan but also shares information and initiates research studies into coastal issues.

Terms of Reference:

  1. to independently review and monitor the significant developmental changes, including their affects on conservation interests in the Dee Estuary in relation to the existing or future uses of the river;
  2. to monitor the patterns of river movement and assess the impact upon sea defences, coast protection and its consequent affects upon the user interests of the estuary;
  3. to review all emergency measures affecting the River Dee and to encourage and foster a corporate approach to any demands, whether financial or practical;
  4. to seek contributions from invited bodies for studies, reports or opinions.
