The Regional Agency for Environmental Protection of Campania (ARPAC) is an instrumental body of the Campania Region, provided for by the national state with Law no. 61 of 1994 which reorganized the environmental controls and outlined the network of Environmental Protection Agencies throughout the national territory, following the abrogative referendums concerning some articles of law no. 833 of 23 December 1978, establishing the National Health Service (SSN). In the Campania Region, the birth of the ARPA took place with the Regional Law No. 10 of 1998 which outlined its tasks and functions. The institutional activities of the Agency include the supervision and control of compliance with the regulations in force, the technical-scientific support to local authorities, the provision of analytical services of both environmental and health significance, the creation of an environmental information system and tasks of research and information. The "network" organization of ARPAC consists of a central structure, based in Naples, and five Provincial Departments based in Avellino, Benevento, Caserta, Naples and Salerno. The central structure (General Management, Technical Management and Administrative Management) defines the direction and development policies, coordinates the technical-scientific and administrative activities of the body and elaborates its communication strategies. The Provincial Departments are each divided into an Analytical Area, equipped with laboratories to perform the analytical functions entrusted to the Agency, and a Territorial Area with technical functions of monitoring, inspection and control of the sources of pollution. To date, there are 19 Regional Agencies and two Agencies of the Autonomous Provinces on the national territory which, together with the Higher Institute for Environmental Protection and Research (ISPRA), constitute the National System for Environmental Protection, provided for by Law no. 132 of 2016. With the entry into force of Law 132 of 2016, the functions of ARPAC are attributable to the following areas: control of sources and factors of air, water, soil, acoustic and electromagnetic pollution; monitoring of the various environmental components: climate, air quality, water quality, soil characterization, environmental sound level; control and supervision of compliance with current legislation and the provisions of the provisions issued by the competent environmental authorities; technical-scientific, instrumental and analytical support to the owners with planning and active administration functions in the environmental field (Regions, Provinces and Municipalities); development of an environmental information system to support institutional bodies and available to interested social organizations.
