Roshydromet is a federal executive agency providing state services in the area of hydrometeorology and relevant spheres, environment monitoring and pollution, state surveillance over activities affecting meteorological and geophysical processes.

Roshydromet provides the fulfillment of the RF commitments on international treaties, including the WMO Convention, UN Framework convention on climate change and the Protocol on environment protection to the Treaty on Antarctica.

Main objectives are as follows:

to provide state agencies, military forces of the RF and the population with information on actual and forecasted environment condition and pollution;
to issue urgent information on natural hazards, actual and forecasted weather changes and environment pollution which can pose a threat to the life and health of population and cause damage to the environment;
to organize forecasting for weather, water content, agricultural crops, global and regional climate changes;
to provide avalanche protection;
to participate in hydrometeorology expertise of nature development projects;
to coordinate the conditions of hydrometeorological and heliographic provision for vessel and aircraft navigation, space exploration, rescue activities;
to conduct research of hydrometeorological and helio-geophysical processes in the atmosphere, on the land surface, in the World Ocean, the Arctic and the Antarctic and in space concerning forecasting of radiation conditions as well as ionosphere conditions and the Earth magnetic field;
to carry out state register of surface water resources in accordance with the laws of the Russian Federation;
to maintain the Unified State data fund on environment condition and pollution; to provide the activities of stations for hydrometeorology observations and the system of collecting and distributing of hydrometeorology information on the territory of the RF;
to organize state monitoring of the atmosphere (within its competence); state monitoring of surface water bodies (within its competence); state monitoring of the continental offshore as instructed by the RF laws and regulations (within its competence);
to manage and control the activities of Russian Antarctic expedition.
