In implementation of the provisions of the D.L. 04.12.1993 n.496, converted with modifications by Law 21.01.1994 n.61, with Regional Law n.60 of 2 September 1997 "Establishment of the Environmental Protection Agency of the Marche (ARPAM)", the Regional Agency for Environmental Protection of Marche (ARPAM) The aforementioned law governs the organization and functioning of the ARPAM itself, its coordination with the local autonomy system and with the Regional Health Service and reorganizes the structures in charge of environmental controls and collective prevention. On 18 October 1999 it became operational, with the official appointment of the Director General by the President of the Regional Council. The General Manager is the legal representative of ARPAM and is responsible for carrying out the institutional tasks of the same in accordance with the objectives set by the Marche Region Council, as well as for the correct management of resources and is the holder of all the management powers of ordinary administration of the 'Agency. He is assisted by an Administrative Director and a Technical-Scientific Director who express an opinion, as far as they are concerned, on the measures to be taken. ARPAM was born as a public law body, with technical-legal, administrative and accounting autonomy, based in Ancona. With Resolution of the G.R. no. 556 OT / AMB of 14.03.2001 the ARPAM Regulations were approved, pursuant to art. 9 of the L.R. 60/97. Subsequently, with resolution DG ARPAM n.276 of 09.21.2004, this regulation was partially modified in relation to the accounting management part, with the adoption of the economic-asset accounting. With resolution D.G.R.M. 1259 of 02.08.2010, the same regulation was further amended, following the establishment of the ARPAM Provincial Department of Fermo. Finally, the Marche Regional Council has recently approved the new ARPAM Internal Organization and Functioning Regulations (DGRM no. 1201/2016), to the provisions of which the Agency adapted its structure during the year 2017. For the exercise of the functions and activities referred to in the instituting law, the ARPAM is divided into a Central Structure, located in Ancona, and Provincial Departments, located in the five provincial capitals that make up the technical-scientific network of the Agency and they exercise operational functions through their articulation into Territorial and Technical Services, in turn divided into Operational Units. Since its establishment, the staffing facilities existing at the Multizonal Public Health Services of the AUSL (SMSP) have been assigned to ARPAM. ARPAM carries out the technical-scientific activities related to the exercise of the functions of regional interest referred to in art. 1 of Law 61/94 and in particular provides services and services in multiple fields of action in support of the Region, Local Authorities, ASUR, but also of companies and private citizens, for the purpose of developing intervention programs for prevention, control and supervision of hygiene and environmental protection and verification of the healthiness of living environments. In the event that particular situations could create conflicts of interest, the test activities are not performed.
